About the role

Terms of Reference Consultancy to Develop and Share disability-Focused Knowledge Products Research | Analysis | Documentation Commissioning Organisation JF Kapnek Zimbabwe (PVO 1/86), Harare Programme Community-Based Rehabilitation (CBR) Programme Assignment Type Individual consultant or consulting team Indicative Duration 5 weeks / 30 consultancy days 1. Background JF Kapnek is a local non-governmental organisation implementing programmes in inclusive early childhood development, community-based rehabilitation (CBR), prevention of sexual and gender-based violence targeting children and youths with disabilities in Zimbabwe. Through its CBR programme, supported by Liliane Foundation(LF) and aligned with the WHO CBR Matrix and the UNCRPD, JF Kapnek works with 13 implementing partners across six(6) provinces of Zimbabwe. The programme promotes the health, education, livelihood, social inclusion and empowerment of children and youths with disabilities, and strengthens networks of partners and organisations of people with disabilities (OPDs) to deliver and advocate for inclusive services. The programme generates a large volume of field experience, monitoring data and community-level learning. Much of this remains scattered across partner reports and is not yet converted into credible, accessible knowledge products that can inform programme improvement, policy dialogue, and donor and stakeholder engagement. This assignment responds to that gap and operationalises the programme's Knowledge Management Strategy. 2. Purpose and Objectives The purpose of this consultancy is to develop and share three high-quality, disability-focused knowledge products that document, analyse and communicate evidence and learning from the CBR programme. Specific objectives Generate new evidence on priority questions affecting the inclusion of persons with disabilities in the programme areas. Analyse programme and monitoring data to show what is working, for whom, and why. Document good practices, innovations and lived experiences from partners, communities and persons with disabilities. Package findings in accessible formats and share them with partners, OPDs, government, donors and the wider disability sector. Build the capacity of JF Kapnek and partner staff to produce and use knowledge products beyond the life of the assignment. 3. Scope of Work The consultant will deliver the three products below, with the final topics and questions confirmed with JF Kapnek during the inception phase. The topics are indicative and reflect priority learning areas in the programme's Knowledge Management Strategy. Product 1: Operational research Study Working title: Barriers and enablers to access to health, education and livelihood services for persons with disabilities in CBR programme districts. Design and conduct a mixed-methods study (document review, key informant interviews, focus group discussions with persons with disabilities, caregivers and service providers, and, where appropriate, a short survey). Cover a purposive sample of districts and partners that reflects geographic spread (urban, rural, remote) and disability types, including children with disabilities. Disaggregate findings by sex, age, disability type and location, and apply a gender and child safeguarding lens. Outputs: full research report , a 4-page policy brief with actionable recommendations, and a 2-page plain-language summary. Product 2: Programme Data Analysis Working title: What the data tells us: disability-disaggregated results and referral pathway performance across the CBR partner network. Review and consolidate available programme monitoring data, partner reports, referral records and beneficiary feedback from the 13 partners. Assess data quality and gaps, and analyse trends in service uptake, referral completion, outcomes and reach, using the WHO CBR Matrix domains as the organising framework. Identify factors associated with stronger and weaker results across partners and districts, and the implications for resourcing and programme design. Outputs: analytical report, a visual data summary or infographic set, and a clean, documented analysis dataset or dashboard template (Excel or Power BI) that JF Kapnek can update. Product 3: Good Practice and Case Study Documentation Working title: Voices and practice: a compendium of good practices, innovations and most significant change stories from the CBR programme. Identify, with partners, 8 to 10 promising practices or innovations across the CBR Matrix domains, selected against agreed criteria (effectiveness, inclusion, replicability, sustainability, cost-consciousness). Document each practice through site visits and participatory interviews, giving persons with disabilities and caregivers the opportunity to tell their own stories and to review how they are represented. Obtain informed consent, and assent for children, for all stories, images and recordings. Outputs: compendium of case studies (each 2 to 3 pages, with the practice, results, lessons and replication steps), a short photo story or video, and one-page summaries of each practice for use by partners. 4. Knowledge Sharing and Dissemination The assignment includes sharing the products, not only producing them. The consultant will: Present draft findings at a validation workshop with JF Kapnek, partners and OPD representatives, and incorporate feedback. Facilitate a learning event or webinar to launch the products to partners, government stakeholders, donors and the disability sector. Prepare a dissemination plan identifying audiences, channels (for example the CBR Knowledge Hub, partner WhatsApp groups, national disability forums, newsletters) and responsibilities. Hand over all final files, source data, templates and transcripts in an organised folder aligned to the CBR Knowledge Hub structure. Deliver a half-day practical orientation for JF Kapnek and partner staff on using the templates and producing future case studies and briefs. 5. Methodology and Ethical Standards Consultants are expected to propose a detailed methodology in their technical proposal. At minimum, the approach must: Be participatory and consistent with the principle of "nothing about us without us", involving people with disabilities and OPDs in design, data collection and validation. Align with the WHO CBR Guidelines and Matrix and the UN Convention on the Rights of Persons with Disabilities. Follow JF Kapnek's and Liliane Fonds' safeguarding and child protection requirements, including a clear referral protocol for any disclosures made during fieldwork. Obtain informed consent, protect confidentiality and comply with the JF Kapnek Safeguarding policies as well as the Zimbabwe Cyber and Data Protection Act. Use accessible data collection methods, including sign language interpretation, accessible venues and support for communication where needed. Be tested through a brief inception report and tools review before fieldwork starts. 6. Deliverables and Timeline The timeline below is indicative and will be finalised in the inception report. Dates assume a start on the 9 November 2026 and is expected to last for 5 weeks with the following deliverables: # Deliverable Indicative Timing 1 Inception report: refined topics and questions, methodology, tools, work plan, dissemination plan.
